This deal is BS at best. I have hauled into and out of the ammo plant in Randon VA (not TN) many times. These loads are guided by the FEDS. They have a GPS tracking device in the load. THEY choose your route for you. The FEDS will NOT allow 286,000 rounds of AK 47 and AR 15 ammo to route anywhere near the Mexican border. The FEDS would have routed him across I 40 to Flagstaff and then down I 17 to Phoenix. They would NOT allow a stop in Dallas! PERIOD! It is almost 100 miles out of route going through Dallas to begin with even if they allowed a driver swap in Dallas.
I can PROMISE you this. IF I were to have made a "wrong" turn off I 10 through DOWNTOWN El PASO and wound up on a road littered with signs warning against weapons, I would certainly STOP my truck and call DPS and ask for help getting my ####### turned around BEFORE I went through the border check stations and LIED about having NOTHING TO DECLARE!
Something is rotten in Denmark.
I may have made a mistake about the shipper but none the less, nobody runs through EL PASO with 286,000 rounds of legitimate ammunition in a RENTED trailer and no EXPLOSIVE placards. Sorry....Last edited: Apr 29, 2012

Eh I saw the photos of the truck on news there were no hidden floor pallets, the pallets could not have been hidden in anyway they had entire trailer full from front to back with 4' pallets.

I didn't see anything hidden either after looking at the pics. I still have two questions though.
(1) If this was such a legal load, why was he not sporting placards? Depending on which DOT officer ( I talked with 2) you want to listen to, carrying 25,000 pounds, 268,000 rounds of ammo, he would have to had ORM-D or Class 1 Explosives placards for the load to have been legal.
(2) Why would this guy lie about not being able to turn around on the Avenue of the Americas?
There are numerous places to turn a truck around. US Border Patrol supervisors flatly dispute his claim that he asked a US officer what to do and the officer told him to go into Mexico and make a u-turn. They say that NONE of his officers had any contact with this driver. This is from a friend of mine who works for TX DPS in commercial enforcement, and I read the same thing in one of numerous other news accounts posted all over the internet.
Just for the hell of it I went to FMCSA and looked up Demco Express. This guy has absolutely the WORST CSA score I have EVER seen! I can't believe that they haven't pulled his authority much less allow this company to haul HAZ!!!

This load was LTL, no government, surplus ammo hauled under the ORM-D regs which do not require placards nor special handling. It was combined with at least 3 other stops of FAK including medical supplies for his third drop in El Paso and auto parts for his first two drops.
The guy may be innocent, but he an innocent #######...

I'm sorry, but 25,000 pounds (286,000 rounds) of any amunition is an RQ, which does require placards. ORM-D is only available for small arms ammo in small quantities, and LTL does not excuse it from placarding. That's like transporting 2 forklift batteries LTL. The 2 batteries contain enough sulphuric acid combined to make an RQ. Corrosive placards are required.
The FEDs still control shipments like this because it was commercially transported under FMCSA rules.
Next, there are NUMEROUS places to turn around on the Avenue of the Americas. The US Border Patrol Ageny Supervisors not only confirmed they had ZERO contact with this driver at any time, they provided pictures of areas where he could easily turned the truck around.
Next. Go look up Demco Express and check his scores. The guy is in violation up to his eyeballs. It's a miracle they haven't pulled his authority. No one (unless he's a bigger ######### than the driver) who is a legitimate ammo dealer lets a guy with this much FED baggage haul anything for him unless there's something shady going on.
None the less you are correct. He is a #########.
