Non-hams may not know all the FCC rules, mostly likely by choice. And they are not required to know all of them. But that is not what you said originally. (see above)..........just keepin' it real.........

IMHO the only two rules CBers need to know is: 1. Stay out of the ham bands. Don't have a station that interferes with your neighbors TV, airports, etc. -
MIKE ......
No one is calling CBers stupid or they can't read .....
Fact is the CBer is not expected to be a " TECKY " since CB is not a hobby but a personal band .....
Many CBers are quite good when it comes to radios and understanding them but IT IS NOT A REQUIREMENT.
The FCC requirement is you FOLLOW the rules and use cerified radios but this applyes to part 90 also.
SO quit cranking my chain ....
-
You made it too easy!!
-
Yep I'm easy .....
-
Get rid of the output limit rules and the need for these radios will go out the window since you will beable to buy regular CB radios with export 10 meter radio power levels.
Gone will be the band selector.
Gone will be the un knowing from getting into frequencies that they are not supposed to get in because they won't have the band selector or the AM-FM switch.
It is as simple as that. -
Rat ......
Lets rase it to 1,000 watts ......
Lets see you will rase the background by 23 DB ( about 4 "S" units ) ... now what do you think people will do
-
I will see your thousand and raise you 5,000. LOL
Forget that. All IN!!!!!! -
I'd still want the "freeband", although I rarely use it anymore.
