Hate to harp, but radio pictured below (bottom)
Uniden Bearcat 880 is a fairly do it all radio that's modern and works well for a reasonable price.

If that's too much money for your budget, this radio isn't bad for a starter. It really needs a good power mic (such as Astatic Road Devil)

recommend a CB?

auhh if I remember correctly, amps are "outright" illegal too.........!! I'm guessing your just worried about them getting over in the ham/pig/hog bands, which a newbie might accidentally to do.
The non ham answer is: Get whatever radio you want! I don't care if it is a "legal" CB or an export, or if you run a amp or not. Learn how to properly use it. If you have it tuned up, have it done by someone who isn't a "tweaknician" and actually knows what they are doing. Stay out of the ham bands. When you talk on it, use the same kind of language you use when speaking to your Mother, Grandmother and little children! If yours aren't listening, somebodies else's might be!! Have fun with it!Last edited: May 29, 2012

MIKE you make this easy ......
EXPORT/10meter/ non CB radios are asking for trouble ...... The problem IS and HAS BEEN Channles and modes that are not legal .... People just can't resist going on them ....
As USELESS as the FCC is look at enforcement ... 99% are export radios
Now as for the REAL world of radio ..... I'm not worried about them getting over in the ham bands the FCC will take care of that .... I don't use 10 meters much anyway ... except FM .....

Is is just me? This seems contradictory?????
I've have never operated my export radios in the 10 meter band, or had anybody complain to me about a radio transmission I've made! (Not counting my wife when back in the day I owned a MACO 750 and every time I keyed it up I came thru every speaker in the house....including the phone!!!)
(Radio was a HR2510/D-104 mic)
I think I'm safe in saying that the majority of the export radios out there never get off CB band, and if they do, they don't go much further than 10 -20 channels either way. There are always a few that do things to ruin it for the rest!!

My linear makes my music radio hate me because the antennae are 2 feet from each other. The CB antenna obliterates the other on TX. I know how your wife felt every time I forget to turn the volume down before keying up.
-
Yep, my little KL300 rips my xm a new one if I don't remember to turn it down too.
