    If DOT mandates that anyone who fails a drug test goes through a "return to duty" process which involves Sap/Counseling, how and why would a small carrier that does not check DAC would hire you? Would they not be in violation based on DOT Rules?

    no company HAS TO subscribe to DAC.

    DAC is an "independent" organization/company, NOT actually connected to the DOT.

    as long as the driver has proof he/she passed the SAP is all that some companies will work with.
