Who makes the best steer tires for ice and snow if there is such a beast?

Goodyear has a drive-position Winter Trac (26/32) retread available in a precure (cold cap) in plenty of popular sizes but specifically on a casing that is between 7.5" and 9.375" wide. Although, according to a 2008 NHTSA study on highway debris, "the trucking industry...[prefers]mounting only OE casings on steer axles" (DOT HS 811 060, p. 188.)

If you're looking for a new tire, Goodyear just introduced the G741 in January 2012 for heavy construction and ice/snow/mud environments.

Both are drive tires, but they're the most agressive tread available in Goodyear's lineup.

On another forum, a trucker who travelled from MN to CA had good traction from TOYO M147s.
