    I have done petitions, do not expect much to happen but can provide "how to do it" if you wish.

    FMCSA is an agency, they follow whatever they are told to do by regulatory authority - which is legislature ~ in general, you would just write a letter to the agency asking the basis of the rule

    You - if you get a response - may obtain dates & times of hearings - which is the place to state your case
