    Hi Outlaw,
I changed the79259b, still the same. When I connect the frequency counter to L-65, it reads 17.083, not 17.305. at L-61 the 10.240 is fine. until I can fix the 17.305 I am dead in the water. I checked for bad solder joints all around the VCO and PLL area, only found two that were questionable, and re flowed the solder on them. Do you have any ideas where to look next? Thanks.

Not really, those circuits are hell to diagnose when I am working on it measuring many things all over the place. You have a VCO not locked (the source feeding your test point, IIRC a 5081 but I have no data in front of me right now), and/or mis dividing going on, I can say in a few really hard ones it was a bad 5081. I have also had a few with impossibly hard to find bad solder joints so never lock your mind into discounting something just because you don't think it is the problem. IIRC 17 IC's in that circuit poorly documented by RCI, it is not going to be an easy repair. While I am not a proponent of shotgun trouble shooting the very sparse information from RCI usually leaves you no other choice but either give up or try replacing various parts which you have no easy way to test like the IC's in the circuit. While it helps to have a parts radio this is only true when you are not taking a bad part from one and putting it in another. Yes I have done that before with dead models where they were too ugly to fix and I had no history of the failure, the reason it became a parts source. When this does not fix it best to put the old one back just in case the used part was bad creating two problems. Worse still is getting bad new parts and yes I have suffered through even this scenario before. Yet it is best to not increase the number of unknowns in a complex diagnosis. I can say 15 minutes trying another part is often better than 10 hours thinking about it when you have no way to test it to be sure. Time is money.
