Winds in Eastern Oregon were blamed for flying debris, dust and even knocking over a semi trailer Monday morning.
At 9:15 a.m. a 1998 International truck pulling two empty semi-trailers was westbound on Interstate 84 about 14 miles east of Pendleton negotiating a curve when strong cross winds caused the most-rear trailer to roll onto its side and come to rest against the guardrail. The truck and first trailer came to a stop blocking both westbound lanes for a short period of time before a tow truck headed to another call came upon the scene and helped remove these vehicles so a portion of the freeway could be reopened.

Oregon State Police Lt. Gregg Hastings said the truck driver, 65-year-old Merle Lingel of New Plymouth, Idaho, was not hurt.
The Oregon Transportation Department responded to the scene to assist with traffic control and coordinate the semi-trailer's removal and guardrail repair assessment.
In Wallowa County, some gusts were reported in excess of 100 mph.
Witnesses told the Wallowa County Chieftain the winds have blown down power lines, poles and damaged several roofs on homes.
People have also reported flying debris, including sheets of galvanized aluminum roofing and tree branches, forcing warnings to stay inside, officials said.
