CB tricks shows how to convert....http://www.cbtricks.com/radios/galaxy/dx95t/dx95t_freq_conv.htm
And....http://www.cbtricks.com/radios/galaxy/dx95t/dx95t_freq_conv_2.htm
Didn't you tell him up front the radio had not been converted for 11 meter use?
Perhaps you should also explain to him that it's really an export radio that can land him in hot water if he tunes it anywhere from 28.000 to 28.300 and starts blabbering via voice.
Good thing is it has a freq meter, so at least he can get an idea where he's at on the band, if he knows anything about radios other than how to key up the mic. -
I wouldn't consider a Galaxy 95t to be a "HAM" radio...And with the exception of you maybe, I have never met a HAM operator who has purchased a Galaxy 95t to use on the Frequencies that are available on the Galaxy 95t...
but...to each their own... -
Now you have.

Its just a jumper no big deal, but I would not sell it with the jumper installed.
