OP sadly your advice will not change a thing. If advice helped idiots, then no one would get into accidents. They see helpful tips daily and ignore them.

That may have been his/her answer, and might even be the case in Canada. Down here, a cop is not trained to operate a motor-vehicle while working on a computer or talking on a phone. The additional driving instruction/training they go through is Emergency Vehicle Operation Course or E.V.O.C. This involves learning how your vehicle handles, and to properly maintain control of a vehicle at high speeds, and evasive (emergency) maneuvers. They're taught how to use weight displacement in turns to their advantage, proper breaking without skidding. This is all comes into play with the common pursuit driving, where they chase a "bad-guy" around a track. One other maneuver they may be taught is called the Pit Maneuver. This is where they intentionally cause the vehicle they're pursuing to wreck, by contacting the evading vehicle in the rear (right or left) quarter-panel area, with their cruiser's front quarter-panel, and then accelerating through the contact, thus pushing the evading vehicle's rear, resulting in a spin-out. A controlled-crash if you will. This maneuver is very dangerous, and can result in the officer being injured if done at high speeds.

Unless this is something that has been initiated within the last 10yrs, and I highly doubt it, there is no such thing as specialized driver training involving the operation of a PC while driving a MV (motor-vehicle). That cop was full of B.S., you knew it and he did too. If any thing is more true, it probably is against their department policy to do so. These young cops need to be held accountable for these types of actions. To do so would require suing the crap out of the LEO agencies where this is happening. With the economy in it's current sad state, it could bankrupt a local or state LEO agency, and they will not risk that.
