So what's your point? All carriers have to have a Process Agent in the USA. You can't have your ICC or DOT # without filing proof of a Process Agent. As a Canadian carrier, I pay an American firm who has Process Agents in the lower 48 states plus Alaska. That's no big deal.

The point is a Canadian driver can haul legal loads to and from Canada, To a point in the US, but cannot haul interstate loads. The Mexico drivers can haul loads to and from Mexico to the point of delivery in the US but not interstate. A Canadian Driver cannot haul a mexico load from mexico into the United states unless they are partnered with a company with residency in the United States. Very simple
For example The company Day and Ross which is Canadian is partnered with R&L Transport in the US, therefore the process is done through R&L -
A Canadian driver can also haul a load from Mexico to a point in the USA.

Q. May a foreign driver taking a shipment from the United States to Canada also take merchandise destined to another point in the United States since it is on the way?
A. No. For Immigration purposes, that is considered point-to-point hauling within the United States and is not permitted. The driver may only take goods loaded in the United States to Canada or Mexico. Or vice versa.
