Is this an east coast thing, I was born and raised on the east coast, But Live out west, I bought and sold trucks/cars/motorcycles many times and have never heard of this IRP thing

Like I said earlier, go to the IRP office, (now this has all been assuming that you have a bill of sale), if it is like our IRP office here in Indiana, they are able also to transfer the title over for you there, it would help to take the seller with you if you can, offer to pay him or buy his dinner if you want to expedite this.

I really don't know. If you have a signed title and maybe a bill of sale, should be a piece of cake. Unless the guy owes them money in one way or another, possibly a 2290 or something. If that's the case, maybe they're holding your truck as ransom. Hope you can get that resolved. Good Luck.

In neighboring NY, they put a lien on the VIN # of a truck if someone doesn't pay up on their HUT. You may have a similar situation where the previous owner has not settled with the state after an IRP audit. You need to check and find out specifically what you need to accomplish to clear the way. If he owes them money, they may have a block on anything happening with that truck until the bil gets paid. Hope it's not that complicated for you. I bought a truck in NC and registered and titled it here in VT. When I went to get permitted for NY I found out there was a lien for $38 dollars on the truck and could not go into NY. It took more than several hours of very frustrating phone calls (mostly on hold) to get an exact amount and an address to send it to. I found that NY has a "buyer beware" # that you can call, to check on any liens a vehicle may have. WE need to be aware that "clear title in hand" may not be enough due diligence when making a used truck purchase.

I finally got this #### figured out. All it was exactly what I thought, the previous owner has to fax IRP office stating to cancel his IRP account .

Good deal, glad to hear that, it seems like, (around here anyway), that going to the BMV or IRP offices seems to rank right up there with having a root canal or colonoscopy.
