Per http://www.fmcsa.dot.gov/rules-regu...mcsr/fmcsrruletext.aspx?reg=396.11&guidence=Y Question 13, the DVIR stays with the power unit, not the trailer. However, there is nothing stating that a separate DVIR could not be written for a trailer.

Does this make sense ? If certification is only made on the carrier copy how does the next driver know repairs have been made ?

Not all defects require immediate repair, as they are not all Out Of Service violations. You can wait until the end of the day to get a windshield replaced, because you picked up a 6 inch crack, in it, after only being on the road 30 minutes. Moisture getting frozen in the air lines to the horn, preventing it from blowing is not OOS, either. One brake, out of 10, being out of adjustment is also not OOS. In fact the regs state that 20% of brakes are allowed, without being placed OOS. That would be one brake on a three axle tractor (16%) or two brakes on a five axle tractor-trailer combination (20%).
