Im not so much concerned about cost as much as I am about what I will be responsible for. Whether or not I end up needing them is a different issue, its always good to be prepared.

When you get hired, your company will let you know exactly what you'll be responsible for as well as what they will pay for and how. Every company is different so it just depends. Its not something I would be too concerned about though.
At this point it might be better to focus on what particular items are good for a new driver to have rather than who pays for them. There are tons of threads here on what tools/clothes/devices new drivers should have. I would search on some of those. But I would also keep in mind that just like the hard hat comments above have pointed out, what particular items you're likely to need can vary a bit depending on what kind of driving you're doing and/or what kinds loads your company specializes in if any. For instance, lots of guys carry large bolt cutters for breaking door seals on trailers. But its entirely possible that you may end up working in a situation where you never encounter sealed trailer doors or are never responsible for being able to open them if you do. So bolt cutters would be a waste of money in those cases.
Get a feel for what you might need now, and then worry about the specifics of what you'll actually need and who will pay for it once you're actually working. -

If you go to any reciever that's remote to the gas indrustry, they will provide you with safety gear of their choice. Pretty simple qusstion, What do YOU need to get by? Food, clothes, bedding.

Most companies make you pay for tolls, scales etc... out of your wallet and will reimburse you. Things like breakdowns, truck washes, etc... they usually have a national account for. You just give them your company info and they will bill the company. Stuff like lumpers and such you usually pay for with a comcheck. You just write the check and get an approval number from your dispatcher to put on there. For fueling you will be issued a fuel card. With this fuel card you can sometimes get advances too. You will need to get separate bonus points card from the individual truck stops to use for your showers and such. You just swipe it after you swipe your fuel card and it will automatically put your points on there. When you need a shower you just swipe your card and get your shower receipt.
