I have a question regarding DAC. I am a Canadian trucker based out of Winnipeg, Manitoba. Does DAC cover Canadian drivers?

It could if the company you drive for subscribes to the service. I expect very few Canadian companies do, and I would guess that the only ones that do are probably Canadian subsidiaries of American companies. There is a Canadian company that offers a similar service (can't think of the name right now, but they are, or were, based out of Chestermere, AB), but I don't think they have made much headway into the market.
