Japan has had something similar to this for a long time. They have a green and yellow sticker that is on the car for new drivers. I'm not sure how long it has to be there, but I think it's for the first year of driving. We as Americans were told to stay plenty clear of them, as if we got into an accident with them it was our fault no matter what. It was what we were told anyway, I don't know it that was true, but I never took any chances.

The UK has had the same for many years as well. It was a Red letter "L" on a white background approximately 8" by 8". If you were caught without it, it was an automatic loss of license (at least that's what I heard)

we in belgium have a similar thing as in the UK, it is a white L on a blue background. but it is only while training, once you have your driverslicense it is not needed anymore

As stated above, they do that in a lot of places. I'd never want one on my kids' car - just an alert to cops to try even harder to get them for something.
