    A meter reads ALL power even JUNK power you can't hear junk so it is useless output ...

    AND ... for 2 meters to read the same makes sence .... put a low pass filter in line between the radio and meter and if nothing changes its real power

    BTW to read real power the meters needs to be into a dummy load ...

    Magic shrooms? If you increased the capacitor value from the driver collector to the final base 2SC2166, you might be able to get the dead key high. However the audio power is not very much. Just how loud would it be if the carrier was three times the ability to modulate? Not very. Plus overheat in the final for less modulation makes no sense. What kind of tech would do this to a 510 I wonder. Or even a 29. Also, a misconception prevails. With just a dead key (unmodulated carrier), low pass filters are pointless and harmonics mean nothing as far as what a meter reads. The impedance's around the meter matter but there are no harmonics to alter readings.

    A carrier with no modulation is steady state, no generation of harmonics.

    A sine wave pushed to clipping generates a crapload of harmonics.

    And that does not fit the definition of a carrier with no modulation. I can see few work with Fourier transform mathematics here. Plus, then it is no longer a sine wave is it. A square wave contains no even harmonics. Since we are on one frequency we can assume a constant period. A wave of constant period which contains both odd and even harmonics is called a sawtooth wave.

    There is no magic. Only science.

    If it makes anyone feel better there is a way to do it. That is, generation of harmonics by nonlinear circuits from a continuous wave. So if you feed your unmodulated carrier into a nonlinear circuit you get, you guessed it, harmonics. Simply amazing yet this is exactly the mechanism used in my green laser which burns holes in various and sundry things on the most boring of days.

    As you can see in the link below even though the source laser is a steady state generator in passing through the nonlinear crystal you get a powerful harmonic in the green portion of the spectrum. This theory is no different from our conversation about radio waves, only the frequency has changed.

    In the real world oxidized corroded connections between dis-similar metals typical in many antenna setups create diode junctions, i.e., nonlinear circuits.

    See, there is a way. Interestingly the similar conditions produce the most difficult to track down radio interference. Imagine an old corroded tower acting as a mixer between two nearby powerful transmitters, yielding a mixing of signals and the generation of new frequencies which may be jamming someone Else's service yet no one is actually transmitting there.
