Pretty much, except some of that Miracle stuff in the auto parts store actually works...
CBs are commodity items. Every part is designed for its job. For example, the final output transistor is a 4 Watt part, not a 10 Watt part that's working at below rated capacity. You may be able to push it to 5-6 Watts, but at the cost of a shorter life. Beyond that, anything showing up on a power meter isn't on the frequency you're using...
