I know that Cali, and other places have no-idle parking areas, but what happens if a driver needs to do an active Regen in such places. Can they still get nabbed, or are there exemptions?

Technically that would be an exemption under the heading of, "Operating the engine in performance of maintenance, or performance of operation ". Just like Pneumatics have to run the engine to off load, or a concrete truck at a jobsite run to off load the product.
Whether the LEO knows anything about the operation of said Engine DPF filters is anybody's guess. You could show him the manuals that show what dash lites are lit during a manual regen. That might save a ticket, but some might just be looking to write a citation, so you'd have to go to court to get it taken care of. -
If you got the certified clean idle sticker, you can idle all day in cali, at least that's what the carb guy said on the dave nemo show.

Make ##### sure the decal is legible......If the CARB Nazi's can't read it.....You'll get fined...
If your decal is in poor condition....Contact the engine manufacturer and they'll set you up with a new decal.....
Also....If you have EGR problems....As in the "Check Engine" message on your display....Get your rig into the shop....CARB does not excuse that situation....You might as well be driving a mechanical (Banned in Cali) rig..... -

So much worry about something that happens occasionally. When CARB is there shut down. When they leave do what you want. Its far from 24/7. I have never seen them. Most of the time in Ca its good weather out there so why idle?

Every time I see them, they're checking to see if reefer units have ARB registration numbers and whether they are current, and don't even check the tractors that are idling.
