I would say that in this situation, if you drove in violation and past places that you could have legally parked but made no effort to park in them then they're fined. If there truly was no where safe to park, seriously stop parking on ramps, and you're 30 minutes over than I'm ok.

there are many reasons why a driver has to stop an hour early if he is on elogs, he can only plan a 10hr day, or else you will penalize him for not proper trip planning -
It's totally a fantasy because I don't and won't own a trucking company. So yeah, not reality at the very least.
I will penalize in my crazy world where we make everything better, if he drivers past truck stops to further his load in violation. I don't care about I'm not tired, we're not currently having that discussion when we're re imagining how drivers get paid, because in my fantasy world drivers follow the regulations. -
so he has to only plan for a 10 hr day and give himself leeway for any unplanned occurrences, whereas i can plan an 11hr day because thats what the law allows, and during my drive if there are unplanned occurrences i have flexibility to adjust them as needed
not because i am an outlaw, but because a fluid world does not conform to concrete rules -
No he should plan for an 11 hour day and make adjustments if things go wrong.
Or you can chose to forfeit some earnings by planning for 10, or violate and be penalized. Yep, that should work. -
