Same thing happened to me today, I was looking at a load which took 35' of space and weighed 30K and was told it was a partial load (Paying less than 1.50/mile). I just laughed and hanged up the phone. To me a partial load is one that takes up less than 10 feet of space and weighs no more than i'd say 10,000 lb.
