Mag mounts in general are junk.

I recommend a Wilson 1000 for a mag mount. Or a 5000, but the 5000 isn't needed unless you plan to run more than 3000 watts of power. Both the 1000 and the 5000 use the same size whip so they're on par in terms of performance with a modest CB set up.
For a PA speaker, the only one I had any experience with was the gold Barjans...it was ok, but it wasn't all that loud. You had to be within a foot of the vehicle to understand it. I was considering checking out the Rat Shack line of PA horns and getting one that can handle some power.....and then get a cheap car stereo amp to run it. -

About checking your swr. Check it on channel 1 and 40. If the swr is low on channel 1 and higher on 40. That means your antenna needs to be shorter. If its lower on 40 than on 1. it needs to be longer.

For November 2012 and I am not sure about December 2012, Pilot has the Uniden PC68 cb radio for $80 and the Cobra 29 Classic for $90. You may want to check those out. I am not sure whether that price is a sale price or that is after a mail-in rebate. From time to time, cb radios come up on sale or with a mail-in rebate. It pays to keep your eyes open and shop around.
