Im a contractor out in Afghanistan, and I have a 2006 International 4700 Dump that we are prepping for shipment, and all it needs to do is to start run and stop. So about 3 months ago I replaced the Fuel Pump. Its a simple 1 wire pump, now after having it ready to go for the past 2 months and almost 2 or 3 weeks of sitting and not being started because we were told it would no longer be shipped, it is now being shipped. So the issue being this:
Vehicle will not start what so ever. It will crank all day long. We've used a small amount of ether, but nothing that will effect long term run ability. I have 0 fuel being pumped into the motor. Which led me to belive that there was either a bad connection going to the pump or, the New Pump killed it self in 3 weeks time. Ive checked the fuel levels (1/2 tank), pulled the filter off and filled it with fresh diesel (to the brim), pulled lines off to bleed the system but she refuses to hold any pressure/ or pump fuel. My coworker (who is a cummins expert) and I have become baffeled and don't know where to go next. We've tried countless things and tried everything short of Ether Bombing it. Any suggestions, or past expieriences would be greatly appriceiated. Thanks for any advice and help.

So does this have a Cummins engine? Does this have an ISM in it? Where are you checking for fuel pressure? If it is a Cummins, are you getting power at the fuel shutdown solenoid on the pump? Is the tach showing any rpm when you are cranking? If not the ECM is not powering up.

It has a Cummins ISB in it, with a CP3. We are checking pressure from the CP3 itself. Tried bleeding the lines, but no fuel would even come out of the lines. sthere is power going to the solenoid, the tach will not show any RPMs, but the needle will flicker sometimes. We are thinking that the vehicle may be losing its prime as well. But the tach will operate on ether (or starting fluid). Other than that it will sit there and tell us she is not willing to do anything. Ill look into the PCM as being one of the possible situations. Dont think my boss is going to like that option. -
I have never seen an ISB in a 4700. Must be an overseas thing. What is the last 8 of the VIN number of the truck?
