You know digital signals go through the alternate universe. The one full of unicorns and fairy dust.

Sometimes you can get it reduced, sometimes not.
Just because you haven't heard about people getting nailed, it doesn't mean it doesn't happen because it DOES! Why not call FCC and ASK 'em if there's a "free ride" for CBers? They'll get YOU, broadcast stations, commercial operators, and ME, too if we break the law---mostly it happens because of complaints of interference. Like the "10 Meter" thing. CBers/truckers were migrating in droves onto the 10 Meter ham band, and it drew attention because voice is not permitted on the lower end of 10M. It stood out like a sore thumb, and the rightful users of the band raised H*ll----AND went out and began tracking the truckers who were gabbing on 28.085 AM. They then turned them in, copying down their truck #, date, time, direction of travel and giving it to FCC's Special Counsel for Amateur Enforcement. The company then received a WARNING letter that such operation must cease at once or face fines.
Going up there is not a good idea.

The only RDF'ing I've done on amateur radio is at the local hamfest's bunny hunt, though I've tracked down many "undesirables" on CB/freeband. -
We had this "bird" that showed up on 28.610 AM one time. He was splattering all over the place with his super-duper, clipped, snipped, over 'modged' "10 Meter" radio. He started broadcasting (on AM) and holding the key down on his "leenyer"so he could "show them hams whut a real 'reddio' was! (Or so he said). We didn't respond to him, but activated a foxhunt on a frequency we knew he wasn't likely to know of. We quietly DF'ed him to the corner of a certain street. At one point, he proudly said (to anyone who was listening) that "them stupid hams wuzzn't smart enough to "ketch" him; there was 'no way' to find him!! Wanna bet?
So I drove up to the corner of his street where his big ole groundplane was a-hanging ####eyed on the house, and stopped at a light.
By this time, you could hear the amplifier fan humming, voices in the background and my meter was pegged out---with my antenna disconnected!
"OH *****"!!!!" And CLICK! The AM carrier went away! He must have spotted the car with the multiple antennas sitting right outside his door!
We never heard him on 10 Meters again!

That is your side of the story and I'm not saying it is not accurate. But did anyone ever tell him what he was doing and give him a chance to stop? Maybe the sight of your car was that warning? :smt102 I can't believe you all went to that much trouble and didn't turn him in, or at least have a conversation with him.

Another fella, we literally snuck up on him while he was sitting in his Toyota truck!!!!! Talk about a "deer-in-the-headlights" look!
We turned him in because of the threats and cussings-out, + filthly language we'd endured from this guy. He'd even talked dirty about one fella's wife, and we had to talk hard to keep the offended guy from going to his A ** **. He was a big, burly truck driver, BTW. That little pipsqueak didn't WANT that driver to git hold of him! LOL! He'd a-pinched his head off if we hadn't talked him out of really doing him harm. So he got turned in. Fined, etc. Don't know what happened after that!
