Volvos have never been known to be light weight unless someone has spent alot of time specing it .

My 670 with an I shift and D13 is about 17500 with minimal fuel. Add about 1000-1300 for the 780. With a 53' Wabash reefer (very light for a reefer) I can scale 45000 plus or minus 500 lbs. I have scaled legally 45670 but I was not full of fuel.

I had a 2007 Columbia w/ S60 Detroit - it was about the same as my current truck. Hope this helps.

We have big issues with my 780 on steer weight.

I can be 60K gross, even distribution of load and be at 12.5 on steers. And that is over the rating. 5th is all the way back. Thinking of cutting off mounting bolts and positioning it back an inch (most I can do).

    BTW. pulling a 53' step.

    And advise would be appreciated.

I'm on my 2nd Volvo never had an issue on steer weight. The only weight that I have ever gone by is my fifth wheel weight, I know if I have 62 PSI on the gauge I'm all set on my steer, always under 12k. I would say based on both trucks I owned your thought of moving the fifth wheel back would be correct, because I don't even set my fifth wheel all the way back, usually 2nd to last notch.

I forgot to add that at the 62lbs my drives are as close to 34k as I want to be. Spread 48 step or flat I get the same readings & the heavier I get the drives the lighter I make my steers. Could also be your fuel tanks mounted to close to your steers.
