You do know that most if, not all of the Emission laws in the US, if not the world...Are based on the Laws and Regs that began under Mary Nichols and Gov. Brown under his first two terms during the 1970's.....
These Laws and Regs do not take in account that the most O/O's buy a used truck first and then buy new.....That new truck has the ability to last 20+ years if properly maintained...CARB however has stated the "Useful Life" of a truck no matter how well one maintains it....Is ten years....
I know of contractors in SO-CAL who have old Army surplus trucks from the 50's that are getting a "Useful Life" out of them still....
And This "Useful Life" btw also affect Off-Road equipment like Excavators....Dozers...Scrapers...Graders...Planers....Water-pullers...Each one of those brand new can cost upwards of $250K+....And CARB could give a sheyat if they put 3/4 of the state's contractors out of business.....Obama FYI....Has that same mentality......
Not to get political...But those politicians and bureaucrats only care about themselves and their constituents (Those on Entitlements or other Special Interests Groups like the Prison Guards...The CTA.....SEIU....So on) .....Not the rest of us who have to fight each and everyday to make a living......

Correct , the EPA regulations forced on them ( not ready) , was quickly bankrupting them. From warranty claims. The markets cat still sells in do not have as strict emission laws. Running egr rates that high was begging for trouble !

Let's not forget that no truck manufacturer is interested in having customers driving their trucks for 20+ year. They want to sell new trucks and preferably every 5 years. So the truck mfg's are pretty happy with new CARB rules that makes it easier to sell new trucks. As the emission standards are pretty much the same in US as in Europe they have to develop new engines and emission systems anyway.

I just bouth 90 of the 2012 and 2013 Hino's for my fleet. I replaced 2004 and 2006 Internationals. Note that these are class 7 straight trucks, not class 8 tractor trailers. Anyhow, just thought I'd share that 10% of my new trucks are already experiencing issues with the DPR system. The new SCR technology isn't time tested yet and it is my understanding that Hino, along with all of the others are experiencing similar issues. International, on the other hand, who went EGR vs SCR, is having a slew of issues from what I've been told. Getting my older Internationals in for service is a joke anymore. The grapevine says that International dealers are so bogged down with EGR warranty claims, that they don't have much time to service the older models.
For those f you who have not 'upgraded' to the 2010 or new models yet....there are some flaws. The DEF is going to cost you a bit more, but you cannot get around that. The DPR process is supposed to run 'behind the scene' and not caus eyou and extra downtime, but that's not what I am seeing in my fleet. The DPR process when manually innitiated takes anywhere from 15-30 minutes. If you get the warning light you will need to stop within 90 miles to perform the DPR burn. It's a pain in the butt at times.
I have to replace 15 trucks in Californis due to the PM filters. I didn't see how I could justfity putting a $10K filte rinto a truck that was only worth $8000. So we pulled out the old trucks and put the new Hino's in Cali. Have to do it again this upcoming summer too. California doesn't mess around......

There's a Double-standard in the state.......
Look....I'm not against people trying to make a living....But why pass laws and regs if a certain segment of society gets a pass and, the rest of us have to follow the rules or, get placed permanently "OOS"?

Why give the 93 and older untill 2015? Should have started with the oldest first.

If those carriers applied for an extension....They can go to 2023......
What gets me is that there are gov't programs for those carriers who have those older "non-compliant" trucks and TRU's for grants or low interest loans.....
And yet many of them won't upgrade even on the taxpayers' dime.... -
I trade every 3yr/450k so it's never bothered me. I have "rescued" a few loads for our customers that had a truck or trailer shut down. Moved a few more from Vegas to CA. Real easy to raise the rates on those customers after that. Couple of them are requiring a copy of the tractor registration and ARB# before loading or no go.
