Changed oil pressure sensor and my gauge still reads 100. What could be the problem? I was told my cluster is bad. Is that the only other option?

I think my oil pressure temp sensor is bad also. I attempted to change it out last week and ran out of time. Is there an easier way to get to this thing? 2007 VN780 w/D12D engine.

my 2001 d12 also shows 100psi all the time now. Nothing seems wrong.
