Yes, it IS an acceptable form of ID. You also need to have a govt ID to go with it. I use it to cross the border. -
Someone should let U.S. CBP know then.

Considering the PERSON that told me it IS an acceptable document is ALSO a DHS agent that works customs/immigration, yeah, they know.
And considering that I used it in the Sweet Grass POE and had zero issues, I would say it works. -
Maybe you should call them then and straighten them out because clearly they are not in agreement with you, as evidenced by the information on their website.

I don't care what your friend says/thinks/does. The official position of the the U.S. CBP is as posted. If they intended to allow the use of birth certificates they would have posted such. While any one border agent might accept a birth certificate as re-entry ID others may not. To say that it is an across-the-board acceptable ID based solely on your experience is irresponsible.

He is not "allowed" to make his own rules up. And since HE works in MN and the port I USED is in MT, I'd say the two pretty much see it the same way.
Especially since the agent in Sweet grass who reviewed my documents was the Area Port Director for commercial operations. (read that as "THE Boss" in Sweet Grass.
