Could someone tell me whether all truck drivers, from no matter what state, need to obtain new york state ifta decal for 2013?

It's not ifta. It's NY HUT sticker. Highway Use Tax. Like they used to have.

HUT (highway Use Tax) is the sticker unique to NY required of all trucks that run NY roads, They went for several years with just a cab card but they changed the rule this past fall to have a sticker again. If you apportion for NY miles then your IFTA cab card will show NY listed.

Let me get this clear....If I have operated in 2012 in New York State, my new iliinois IFTA decal I have received should have on a display NY as well?

There are any number of services that can get it for you for a fee. Here's a link to the NY Tax Dept site that explains the requirements

Your ifta cab card will have NY on it if you plan to run in NY, BUT you need to have the separate sticker for the HUT. 2 completely different things, both needed to run in NY
