    I agree with your point regarding the use of a CMV as a personal conveyance as you described it. I was trying to provide an uncomplicated answer.

    The regulations allow a driver to establish a temporary "normal work reporting location" for the purposes of the 100 air-mile radius exemption. In the OP's scenario that could be the motel or the construction office. If the driver established the construction office as a temporary base of operation, he could use an unladen CMV as a personal conveyance to travel back and forth from the motel to the office.
