I don't have time right now to do all the research, but my understanding is that with a valid CDL, and Canada, The US, and Mexico all belonging to the CVSA, you do not need an international permit to drive anywhere in North America. CAA will sell you one (annualy) for $25 if you feel you'd like one. I have had mine (permanent) for years because I had it for overseas when I was in the Military.

The law is being defered and looked into. Appears that nobody bothered to do research before writing it since it seems to violate the Geneva Convention in some way.
State laws cannot trump federal laws or something like that. -
It doesn't apply to CDL holders anyway.
