Has anyone tried cutting the moving part on the valve so the electric motor would still work without actually closing/opening it?
And then welding it so the fumes wouldnt go through the valve?

go ahead and try it but when you get hauled into the inspection bay and they do a thorough inspection and find what you did you will wish you just got it repaired. More then likely your truck will be towed, you will be fined a hefty amount and then you could face license suspension too. Oh and how do i know this? I was a former state trooper awhile back who did inspections. We know what to look for. Now as a driver i know what not to do.

don't know how they can check without opening up the EGR valves. I would say they can just use a "sniffer" on your exhaust, but with all the different year trucks still allowed to run NJ, dont know how they could do it

No way they could check without removing the egr but there is a few sensors that are part of the egr systems and it might sedate the truck I stead of welding them u could just unplug it its the same effect and a lot cheaper but I wouldn't suggest doing either one

Has anyone heard of replacing barometric air sensor or something like that with resistors/diodes so EGRs wouldnt open?

Check out pdqperformance.com. They can kill the cycling part of the EGRs. So u can remove the EGRs from the exhaust but they still have to be plugged in to the ECU. They also have a Blixxton 200 Volvo box that adds more power.
