If it's an 2011 with an C-15 wouldn't odds figure that's an Glider?? 2009-10 is the last C-15 factory Cat's I've came across also I've yet to come across an C-15 with an DEF and that's when DEF/SCR trucks rolled on to the market.
I'll stay away from that pre-DEF/SCR Cummins. The last company I drove for I had 3 of those things where the emissions crap screwed the truck up.

I have not heard of any problems but I don't do any cross border work. Canada does match emissions requirements with the states so we have been following the EPA emissions standards. I think the biggest thing you will then have to deal with is when the CARB requirements spread to other states. I know a lot think that it wont happen but it is my belief that it will, but it is still a few years down the road. And when that does happen at what point Canada will match the requirements, the biggest challenge being that every time you cross the border is the point at which they can look at your truck and say sorry its a no go for you. That is a worst case scenario but I plan for those and hope they never happen.

That is one of the biggest things that's holding me back from biting the bullet on a glider. Although I don't believe that too many states will follow California just yet. If they do, it will be in a few years like you said. By that time I might have already moved on to a new truck. If some of the western states follow CARB, that won't affect me. However, if a state like GA was to follow suit, that would be terrible for me, as I live in FL and have to go through GA all the time. At this point its all speculation, but its like you said, you have to plan for the worst case scenario and hope it never happens.

The issue with crossing the border is in regards to Import/Export. In the case of a glider that is built in the states, it wouldn't be a registered vehicle at the point of crossing. In order to get turned away at the border if your hauling a load, Canada would have to adopt a policy similar to CARB that restricts the opertion of engines that do not meet "XYZ" emission standards.
