I'm Not Sure if they can or not, with the extensive background checks larger companies do..... Probably.
What I suggest is find the companies requirements, if they are within your range, apply. Be honest, but dont answer any question they dont ask.

Take this for what it's worth-if it helps you great-if not I tried. I do not know if 7 years is long enough for insurance companies like Great West and all the other major ones,my guess would be yes.

I started late in the "game" with this "Truckin thang" age 44 and also had multiple Dui's as a kid. Mine of course were older than yours and still I was told by a couple of companies I first called NO ONE would ever accept me..Ironically I believe they were Werner and J.B.Hunt-a couple of bottom feeders-unbeknownst to me at that time.. In MN the dui's are still on my MVR and still it bites me in the ###,for example 3 years ago I tried to get on with a flatbed company in Missoula and could not as they only allow one DUI in a lifetime. This is life..And so it goes..

I have in the last 9 years worked for 3 OTR companies and since looking for a different job this past month have turned down 6 job offers. IMO my answer to your query is yes you will be able to find a job in Trucking..And yes the past Dui's will always hound you to a point. Still if you have LEARNED from them it is not wasted..Many people DO NOT learn from their mistakes and then blame others..Do not do this cause IMO cowards and weaklings do this and somehow I do not think you fit into that mold. Your biggest hurdle will be in finding that 1st job..To this I say call, call, and call some more. Work for an Elevator, farmer, even work on a 1099 if you have to do it that way to get started..It CAN be done!!

Similarly do not let the "perfect' crowd get you down in your search, for they are not perfect and any study of their life would show that.. Good Luck to you Friend.... The only one who can make you quit and give up is you.. :)
