Prepass Question regarding conflicting messages.

I don't think the transponder for pre-pass is wired into the WIM scale in the pavement preceeding the exit for the scale. So, the WIM scale doesn't know if the truck crossing it has a transponder on board, it just knows that a heavy truck is crossing it at the moment. Just my guess.

Yes for placarded vehicles you must stop at that point. I personally don't haul hazmat.

Au contraire...
Part of the deal Prepass has with the State is that vehicles can not get a green light if they are overweight.
My WIM on the highway is tied in (installed and maintained by) with Prepass. The WIM knows which truck is going across it because the transponder reader is right above it.
If a heavy truck goes across the WIM I get the carrier USDOT#, the truck unit # and license plate #. I know which one it is.

Yes it does.....but the question remains, why does electronic sign say "truck enter scale" and transponder has green lite ? Or, electronic sign says "truck bypass scale" and transponder has red light ?

Two different systems, not connected to each other.

My sign says "OPEN" or "CLOSED."
Red Prepass light means follow scale sign instructions. Means the same as having no Prepass at all.
Green Prepass light means you may go on by scale even if it is open. -
so why does oregon, washington and idaho use norpass. while the rest of the country use prepass?
are there other states that use norpass? and why the 2 different systems? -
North Carolina uses Norpass too I think.
