Sounds like the purge valve in the air dryer is stuck open a bit when the compressor starts to pump again.

New purge valve I was told that it could be a unloader valve feeding back to the air dryer

The purge valve should be closed when the compressor starts to pump again. So if the pressure is starting to build and you hear that noise, I would say the purge valve is leaking. But, if you hear that noise just after the air dryer purges and air compressor is supposed to stop building air,(compressor cutout), then I would say the unloaders aren't working.
