I use the bug too same complaint, then noticed it "locating" me from the Wi-Fi signal I was auto connecting to. When I turned off the Wi-Fi it went back to GPS location.

Just a suggestion: In fair weather, you can max out how often it updates or possibly turn that part of it off to conserve your data. When you're about to run into bad weather, turn it back on. -
I tried weatherbug and it used up alot of data. I'll have to look into seeing if it can update less often.

I don't use any of the "weather forecast" apps...they're too unreliable.
I use PYKL3 for radar...
Might be a little high tech for some, but I like having all the info and can generally forecast what's going to happen more accurately than most TV weather men/women...but it did take some homework and practice.
For warnings...
Pro Weather Alert...the settings take some time to go through...but it works GREAT once you get it where you want it.
Neither of those are free, but both are worth the price...both keep track of you with GPS and neither uses very much data at all.
I used the paid version of Radar Now for a while too...its a decent app, but PYKL3 blows it out of the water. -

Not sure of the screen size of your phone, but mine is 4.3" (RAZR Maxx)...it works fine for watching a large enough area (appx. half a state) to keep up with what's going on around you.
A screenshot I grabbed after that storm tore up OK the other day.
