I havent driven for long but even I know pre plans go to hell at times, no parking where you plan, rest stop closed...accident on the highway, hell I had it all so far, heck had all that just in the last week.

The mentors will correct me if I am wrong, but you get an extra two hours if you were held up in your day by an unexpected road blockage. ie a crash, bridge collapsing etc.
Normal every day traffic does not count.

Correct.
If you are at 12 hours (9 driving) and are stuck for 2 hours parked behind an accident you can drive those two hours from when you start moving again, which would be past the 14 hours mark. But only till you find a safe haven parking. If the officer knows you "knowingly" passed an empty truck stop then you are busted!
But I have misunderstood regulations before... hehehe
Before too long someone will corroborate or disprove me.

I have not ever heard of anyone getting away with using the that provision. Your not going to get away with using it for example if you head into a major city towards the end of your clock and all of a sudden your stuck in traffic. Getting stuck in weather can also be ignored because of technology. DOT is not going to buy it that you had no idea a snow storm was coming to Montana in Feb. That is one rule of logging that I just plain ignore.

Regular traffic and predicted weather is not allowable. It has to be an unpredictable event. Even construction backups are not eligible.

In was on Tehatchipi Tuesday morning and a big truck rolled. It was a skateboard carrying glass. The roadway was shut down for over an hour and the back up was around 15 miles give or take. This was heading east, before then scale house but after the Bear Mountain road exit. In other words, if you were there, you were stuck.
Had it been at the end of my day instead of the beginning and my clock ran out sitting there, I still legally could have driven to then loves on top of the hill due to the nature of the hold up. That is what the provision is for, incidents like that.Wanderingaimlessly and Pmracing Thank this. -

I live in Tehachapi, sitting at home right now actually. There are a couple places along the way you could pull out but its not really ideal, I have seen a couple trucks time to time stopping at Keene too the tiny little town before Tehachapi but parking there is limited and streets are small to get around on. I never have used the loves in Tehachapi except in my personal car so I dont pay attention to the parking and how full it gets and stuff, there are a few areas around the town you can park, there are drivers from 2 other companies in my apartment complex and they park along the main street next to us.
