What does this say..... Could this say yes PA is a secondary offense state like you said thus proving that it isn't mis-information but fact?

The remaining 18 states have secondary seat belt laws, which means that you may be given a ticket for not using seat belts but only if you have been pulled over or detained for another violation. In those states, simply not being properly restrained with a seat belt is not a reason to be pulled over. If you have questions about whether seat belt laws in your state are primary or secondary you can contact your local police department or department of motor vehicles and find out. These include: Arizona, Colorado, Idaho, Massachusetts, Missouri, Montana, Nebraska, Nevada, North Dakota, Ohio, Pennsylvania, South Dakota, Utah, Vermont, Virginia, West Virginia, and Wyoming.

A seatbelt violation will limit your options somewhat, but not terribly so. It is seen as a liability because people who don't wear seatbelts tend to be injured more severely in accidents increasing medical costs & the likelihood of workman's comp claims. It also shows an inclination toward unnecessarily risky behavior.

I had gotten in the bad habit about not wearing it around town. Where I live the town is around 1000 or less people with no speed limits above 25 except the main drag, and we don't have a town cop. It was careless and I admit I was at fault. I was just wondering about the future consequences of my actions.
