Its pretty sure that the driver's inexperience or hate caused this problem, that will need to be addressed. Not sure how many times I've been down grades with no jakes.. but before you go down the grades, you know what your gross weight is and you do the REAL mechanical brake check (leaks, alarms buttons) and uncover something simple before you head down the side of a mountain especially one you've never been down before!
The driver did the right thing by taking the escape ramp, the alternatives would have certainly be worse that the tow bill and possible citations. Live and learn.. and it will keep you alive.GasHauler Thanks this. -

Regardless of the cause and consequences, it was the right thing to do. Better to stay alive and not kill anyone else on the road. At that point you're a danger to everyone on the road.

Far better to take the runaway ramp and get stopped whatever the consequenses. Towards the bottom of the hill on the west side of wolf creek is a hairpin curve that has long drop over the side and a bunch of truck parts laying at the bottom.
