Try an MBE turbo/turbo brake assembly.......$5900, PLUS labor! Turbo alone @$3k in parts IIRC.

if your loosing coolant and its not leaking externally than you might have leaking EGR cooler, thats why your mpg is bad.

can you get full code from dash? also year and ESN

How do I go about getting this info?
Also I don't know about egr systems but they put a new egr valve on when they prepped the truck for sale would the egr cooler be a separate issue from the egr valve?

a non working vgt will produce 20 lbs boost at the most, one way to see if its working on the turbo with the engine running and aired up the actuator rod should be pushing the little arm downward and come up when engine is off. you mentioned check engine faults, do you have a SID 27 code by chance?

Yes the rod moves down when started , about 1/8 inch movement ,,, is this amount about right?
Is there a way I can bring up any faults the engine may have had recently?

idk the peterbilt way of viewing faults, any shop with Cummins Insite should be able to pull the active/inactive codes for you and 1/8th inch doesn't sound much, this link shows how you can test it tho. http://bigrigshots.com/category/isx/

So a bad egr cooler can limit your turbo pressure ???
