I feel cheated!

No he is right. My husband had nothing but issues when doing the hazmat in TX, from head to toe. When he did it in MN all was clear sailing theN he had to redo it in TX and it was problem after problem. He barely got it a couple months ago and laughs now because his pay rate is still same with or without it.
