The tire squirming problem has been resolved. The steer tires were getting chewed up on the outside edge. I took the truck in for new steer tires and a three axel alignment. I didn't realize that it had been 18 months since the last alignment. Both steers were pushing in towards each other and the Scrub angle on the rears was out of range. Now the truck holds the road and I have gained a half of a mile mpg.
