Maybe I'm getting this wrong or misinterpreting, but seems to me that if the company wants you to now "sign papers saying we will adhere to the new 34hr restart rule", then they are providing written evidence, should they try to alter your schedule/driving time that would violate this rule.
If they only require you sign papers showing you understand the current rules/regulations, as related to restarts, etc, then that is a different story.
In any case, if you sign ANYTHING, never violate it.

I have all the email correspondence and every time I press them on it in person or through email. I either don't get a answer or they say don't worry if you can't do it. So I don't.

don't woory about your job title so much. they could call you the idiot in the truck. and you shouldn't be thinking about the 34 hour rule. or having to work o/t. you should have plenty left or at the end of the 5 day week to work over time on sunday. they are running the 70/8 rule because it's a win win.
