Id check fuel filters and fuel pump before anything else. Power loss and surging are generally fuel issues. If it happens on or off cruise id say the peddle is not the culprite.

Check ALL torque clamps and hose on air side of turbo to after cooler.

Check the connections, mine had a bad connection at the battery one time and another time had a wire in the harness get a short in it.
