    If the trucking industry is governed by the federal gov. How are they able to raise these fines in there state? Also, if they do this. Who's not to say that other states will follow?

    Any state can make its own rules. California has been doing it for years. What Washington is doing is saying if you Violate the HOS rules they are going to make it more expensive. As for the bit on SR-97 that is a state road the fed can't say squat about the state allowing trucks up to 137k on it.
