The reason Schneider doesn't want hands-free cellphone use is because a lawyer can use the cellphone record in a court of law in conjunction with scientific data supporting that brain activity reveals less attention paid to the road.
The problem is this: If less attention is paid to the road because of conversing on a hands-free device then no driver should be allowed to have a passenger, teammate or student on the truck lest he or she converse with that individual. Taking this to its logical absurdity, Schneider should not ever allow anyone to ride in the jump seat (including for a road test). Apparently it's just too risky. The only exception to the policy is if both the driver and the individual in the jump seat have their mouths taped shut with official Schneider-orange duct tape.

Not exactly, it's a matter of where you're focusing.
With another person in the vehicle, you still can easily focus on the driving because the other person is there with you.
When you talk on ANY phone( or play games or type on a computer) your focus is on that phone or computer. Even using an old fashioned landline handset. People simply are wired to concentrate on one task at a time. Multitasking works for computers, not people. Driving IS multitasking, which explains why so many people suck at driving.
It's really simple, but people just don't want to just do one thing well, they'd rather just mess up 2 or 3 a and blame something/one else.

If you can't talk on your phone with a headset and drive the truck..... you don't need to be trucking.
I talk all the time and it's no worse than listening to the radio or talking to co-driver.
You just have to be a "distracted talker" when needed instead of a "distracted driver".
When did we lose the ability to walk and chew gum at the same time in this country????
I also do like MANY cops & ambulance crews..... I don't always wear my death strap (seatbelt) either.
They are ill-designed cheapo "placebos" at best.
(and YES, i HAVE "unbuckled dead bodies"... unlike cops... cause it was actually MY JOB) -
I heard somewhere that they have considered banning conversation while driving
