In the states a CDL is a Commercial Driver's License and is required for driving certain vehicles such as semi-trucks.

Yes, I guess Spirit CDL would be one of the many more. ALL schools can accept someone under 21, the contract schools, Swift and Prime, etc. do not accept those under 21 due to the fact that the CDL is only valid in the state the student resides in.

Yes, you can get a CDL at truck driving school but you can also get it by going to the DMV, (Department of Motor Vehicles), and doing the testing there. You will need to do both written, (computer) testing and skills, (pre-tripping and driving the truck). It is cheaper to go down to the DMV and test however it is much harder to find a job without the proper training.

We went to Wolf CDL School in Schaumburg. I would recommend it.
What's cool now about them is that they have classes to get your passenger endorsement. -
