You should make at least $16 per hour driving locally. That is the going rate in the Midwest. I assume PA would be more then that.
I think the reason you make more on the Coast of this country is because we here live in God's Country. They don't have to pay us the big bucks to live here.

Everybody around here is making, 14$ hr. That's driving a Class A with a hopper bottom. My company gives me 21$ hr for anything over 40.

If they are having problems hiring in Carlisle, PA then they are likely having problems when they need someone in Philadelphia. Find a terminal near you and ask someone in the office if they are hiring. If you can find the break room the employees might be able let you know what the chances are of getting on there. -
Reading stuff like this is why I'm so glad I got out of trucking. I couldn't imagine only making 12 or 14 bucks a hour. I'll stick with a cake union gig. Sitting at work now watchin movies at 38 bucks a hour today. The transportation industry really needs a overhaul as far as the pay scales go

Depends where you are. Where I'm from in MA A Class B driver averages anywhere from $16-$28 depending one what he's driving or for who. Where I currently live in VA that's down to around $14-$20 but with the cost of living equation it's almost equal. I can't see a CDL driver making $12/hr. You could drive non-CDL and make more than that.
With that said, School Bus won't pay, Towing sucks. There's really no Class B towing, although the wreckers are B, once somethings on the hook your A. Did it for years, wouldn't go back unless I had too.
