Military Freight/Broker Pay

Good morning all. We have an O/O who did a load for "X" on an 83 mile run. Was supposed to deliver straight through. Driver arrives at base and the base was closed because of weather. (Navy Supply). Upon delivering first thing the next morning, with the correct BOL address, the delivery site stated to the O/O that this item is not accepted on this base and needs to go to the other supply base 10 miles away. After the receiving officer contacted the original shipping officer, they concluded that the O/O was in fact to go to the other supply base. O/O went to the supply base. After he arrived the O/O was told to go to a specific warehouse and bay. After arriving there, the attendant said there is no room there to give him 20 minutes. After the attendant came back, the O/O was told to go back to the shipping office. After getting to the shipping office, another 20 minutes went by only for them to tell him that he in fact, truly needed to go back to the ORIGINAL destination and they would take the item off there. After driving back to where he first was, they finally said they would take it off and as perplexed as t may be, not sure why it is in "their" warehouse.

Here is the dilemma. The broker tried giving the O/O a rate con for an additional rate of $300 for Detention. After the O/O stated this wasn't detention, layover or any other charge but mileage, fuel, and labor. The broker proceeded to tell the O/O that he cannot get paid until after the broker is paid. Is this the norm? Seems really funny that after a military load is completed, payment is issued through PowerTrack. Any help on this broker?
